China raises wind power target and grants project concessions

The wind market in China picked up pace after the government raised the national target from 20 GW of installed wind capacity to 30 GW by 2020. The news came as China prepares for its new renewable energy law to take effect from January 1, requiring that all wind power is taken onto the electricity network for a fixed premium price. The law, which the government expects to spur rapid market growth, replaces a command-and-control system of government concessions for development of large scale wind farms. In it third year, the concession system last month resulted in contracts for three projects with a combined capacity of 500 MW. We report on the Chinese government's concerns about the wind industry's gold rush mentality in response to its new law and on the winners of the concession contracts in the December issue of Windpower Monthly.
